I've owned black cars before and kept them show room finished, but my 2013 avenger looks like a 3 year old rubbed their hands all over my paint after I tried polishing it. I even had it detailed and after a year it came back even worse. Compound does nothing I've tried, what can I do? In the shade it looks fabulous and still feels smooth but when in direct sunlight it looks like sandpaper was used. What do I need? Someone told me to have a detailer wetsand the whole thing.

Best bet is to find someone good that knows how to do buffing and polishing properly. It might cost you several hundred dollars but is definitely worth it.

I'd go with what @Intrepid said. If that doesn't work, you'd need to take it in for a new set of paint and clear coat.

Your best bet is to find a detailer who knows how to heat that paint up with a cutter compound. Basically what you have is micro scratches, I have found that wet sanding works best for isolated deeper scratches.
